It includes fines remitted, pardons, guardianships, private acts, licenses for peddlers, etc.

Pardons issued and fines remitted by Governor Thomas Mifflin under the Constitution of 1790. Pensions paid widows and children by the Commonwealth of Pa. during the administration of Governor Thomas Mifflin. January 2 1795: Pardoned Joseph Stetler convicted of Fornication in Northampton Co.

January 3: Pardoned Mary Davis, convicted of Larceny; Robert Gale, convicted of Larceny; William McFait, convicted of Larceny and Lindia, Fabia and Pierra, three French Negroes, convicted severally of Felony, all confined in jail at Philadelphia on condition they depart this State, not to return.

January 7: Pardoned Sebastian Wolfe, convicted in Philadelphia Co. of passing a counterfeit twenty dollar bank bill and George McCorkle convicted of assault and battery and prison breaking in Chester Co. on condition they depart this State, not to return.

January 8: Pardoned Hugh Montgomery convicted in Dauphin Co. of Horse Stealing.

January 12: Pardoned Jacob Weiss and Mary, his Wife, of Huntington Co. who were convicted there of receiving stolen goods.

January 17: Pardoned Pamela McCloskey convicted of Larceny in Bucks Co.

January 26: Pardoned Isaac Smith convicted of Fornication and Bastardy.

January 28: Pardoned the following persons now confined in the Jail in Philadelphia on condition they depart this State, not to return: William Willard, convicted of Larceny in Bucks Co; William Compton convicted of Burglary in Dauphin Co.; William Wallace alias William Wilson convicted of Horse Stealing in Franklin Co.

January 30: Considered the case of Jacob Moode and John McFall convicted of Murder, the former in Allegheny Co. and the latter of Fayette Co. and issued warrants for their execution March 7 next "between the hours of ten of the Clock, in the forenoon of the same day."

February 14: Pardoned William Reed convicted of uttering counterfeit dollar.

February 16: Pardoned Jacob Moode convicted of murder in the first degree in Allegheny Co. and now scheduled for execution on condition he depart this State, not to return.

February 21: Remitted fine imposed upon George Weest in Delaware Co. for Fornication and Bastardy.

February 25: Pardoned Richard Proctor convicted of Larceny in Delaware Co. and John Briggs convicted of Larceny.

February 26: Remitted fine imposed upon Henry Knode in Franklin Co. in Nov: and Feb for keeping a tippling house.

February 28: Pardoned Joseph Galloway who was attained of High Treason.

March 7: Licensed Alexander Bannar of the City of Philadelphia to follow the employment of a Hawker or Pedler by traveling on foot.

March 12: Licensed Jacob Roderquie Pereya upon recommendation of the Court of Quarter Sessions for the Co. of Philadelphia to follow the employment of a Hawker or Pedler by traveling on foot.

     Pardoned Dorotha Waggoner, convicted in Lancaster Co. of Adultery.

March 21: Pardoned the following persons now confined in the Jail in Philadelphia, on condition they depart this State, not to return: Hugh Donnelly, convicted at Chambersburg, Franklin Co. in September 1793 of Felony; Thomas (a French Negro) convicted in Philadelphia Co. in March 1794 of Larceny; John Conly convicted in Philadelphia Co. in June 1794 of Felony; Anne Winters convicted of receiving Stolen Goods; Hugh McGargle convicted of Larceny; Mary Vallance convicted of receiving Stolen Goods; Nathan Glascoe convicted of fornication and bastardy in Delaware Co.; Daniel Dougherty convicted of Horse Stealing in Lancaster Co.

     The fine imposed upon Samuel Brooks in York County for fornication and bastardy, was this day remitted by the Governor.

     A pardon was granted to Mary Newskow, convicted of Felony, in March 1795.

March 23: Remitted fine imposed upon John Greer for keeping a Tippling house in the City of Philadelphia.

     Transmitted application of George Marx, junior, Executor, to estate of George Marx, his father, deceased, the Will which had been filed in the Secretary's Office, to Berks Co. Register of Wills.

March 24: Remitted fine imposed upon Jacob Fout in Philadelphia Co. for keeping a tippling house.

March 25: Pardoned the following persons now confined in the Jail in Philadelphia: Joseph Barnsley convicted of felony in City of Philadelphia in March 1794; Thomas Thompson convicted of felony in City of Philadelphia in March 1794; Solomon Driggs, convicted of larceny in March 1793; Eleanor Higgins convicted of Larceny; Thomas Dunn, convicted of Larceny in Philadelphia; Thomas Devin convicted of Felony in city of Philadelphia

March 26: Remitted fine imposed upon Edward Stoy by the Court of General Quarter Sessions in Bedford Co. in January for fornication and bastardy.

March 27: Pardoned Michael Rinn, convicted of felony in York Co. on condition he depart this State, not to return; Samuel Cope convicted of fornication and bastardy in Fayette Co.; John Bodder convicted of fornication and bastardy in Bucks Co.; Quintian Hain, Daniel Barr, Daniel Thompson, William McFaden, Patrick Dranel and Richard Gillelan who were severally convicted of a Rescue[sic] in Montgomery Co. in November 1794.

April 4: Pardoned James Steel, convicted of keeping a tippling house in the County of Philadelphia; John Lewis Barde, convicted upon two indictments of assault and battery and rescue.

April 6: Pardoned Abraham Tuggo, convicted of larceny at last Mayor's Court.

April 15: Pardoned Thomas Moreland, convicted of keeping a tippling house in Franklin Co.; Valentine Noll and his Associate who were convicted of riot and rescue in Berks Co.

     An Act to provide for educating John Metoxen, one of the Stockbridge tribe of the Oneida Indians.

April 16: Pardoned Jeremiah Klinger, convicted in Berks Co. of riot.

April 17: Signed an act for the relief of John Gordon, William Dunton, Bernard Merkle and John Kline.

     Pardoned John and Magdalena Pannebecker convicted in Berks Co. of assault and battery in November

     Appointed John Wells, (son of Richard) Brigade Inspector in Somerset Co. John Moore and William Patterson, sureties.

April 24: Pardoned the following persons now confined in the Jail in Philadelphia upon recommendation of the Inspectors on condition he depart this State, not to return: Moses Gorden convicted of Larceny at Mayors Court Sept; Joseph Davis convicted of larceny same court; Joseph Bill convicted of larceny Mayors Court; Samuel Adair convicted of larceny at Mayors Court September 1794.

April 28: Remitted fine imposed upon Robert Morris for assault and battery in Chester Co.

May 2: Remitted fine imposed upon James McPherson convicted of keeping a tippling and disorderly house in Allegheny Co.

May 7: Pardoned Rudolph Earnest convicted of larceny in Franklin Co.

May 15: Pardoned Jesse Stack convicted of larceny in Chester Co.

May 18: Pardoned Moses Moore, convicted of Larceny in Chester Co.

May 20: Issued pedler's license to Alexander McIntosh and John Jousse upon being recommended by the General Quarter Sessions of the Peace, Philadelphia.

     A pardon was granted to Moses Moore, convicted of Larceny, in Chester County.

May 25: Pardoned Richard Greenfield, convicted in Franklin Co. of passing counterfeit money of the likeness of spanish milled dollars.

     Remitted fine imposed upon Edward Wells by Berks Co. for fornication and bastardy.

June 4: Pardoned John Smith, convicted in Bucks Co. of larceny.

June 13: Pardoned Joseph Landcake, so far as relates to his imprisonment only, convicted by the City of Philadelphia in April 1795 for assault and maim against Jonathan Carmalt who lost an eye.

June 15: Pardoned Diana Oakford, convicted in the Mayor's Court of Philadelphia for keeping a disorderly house.

June 17: Remitted fine imposed upon John Boehler by Northampton Co. for fornication and bastardy.

June 20: Remitted fine imposed upon John Keppele by the Mayor's Court in Philadelphia for fornication and bastardy.

June 24: Remitted fine imposed upon John Lee by Philadelphia Co. for keeping a disorderly house on condition he leave the state forewith not to return.

June 25: Remitted fine imposed upon James McKinley by Mayor's Court of Philadelphia Co. for assault and battery and upon Jacob Fisher for keeping a tipling house.

July 1: Issued license to follow employment of pedler to William Conway within Philadelphia Co.

July 30: Pardoned the following persons confined to the Jail of the City and County of Philadelphia on condition they leave the state forewith not to return: Sarah Roach, convicted of Larceny, Henry Turner, convicted of Larceny and receiving stolen goods, Eleanor Glass convicted of Larceny, Dewalt Shanck of Horse stealing in Northumberland Co., Margaret Dick, convicted of Larceny, Silvia Gardner convicted of Larceny and Thomas Drake, convicted of Horse Stealing.

August 11: Pardoned John Henry, convicted in Lancaster Co. of adultery.

August 15: Pardoned John Orr, convicted of Felony in Franklin Co.

August 17: Property escheated to the Commonwealth by the death of Jacob Harleman, ----- Bordneaux, Daniel Dester, La Rose Lambert, William and Robert Norris, intestate without Heirs or known kindred, all late of the City of Philadelphia.

August 18: Pardoned William Lewis, a Negro, convicted of Assault and Battery.

 August 20: Pardons were granted to the following persons: John Clark convicted in Philadelphia Co. of keeping a disorderly house, Michael Trion and John Lesher, convicted in Berks Co. of speaking seditious words relative to the late insurrection in the four western counties of this state, Jane Henry, the Elder and Jane Henry, the Younger who were convicted in Philadelphia Co. of felony, and all on condition they leave the state forewith not to return. Pardoned William Duncan, convicted in Dauphin Co. of fornication and bastardy.

August 24: Sent letter to John K. Stone, Governor of Maryland repeating the requisition of the 15 October 1792 for surrender of John Montgomery as a fugitive from Justice, he having been charged with an assault upon Judge Smith while in the Executive of his office at Carlise in Cumberland Co.

August 28: Pardoned Toussaint, a Negro man, convicted in Mayors Court in Philadelphia of Larceny.

September 1: A pardon was granted to William Field, convicted of receiving stolen goods, in Philadelphia County.

     Remitted fine imposed on Henry Martin , convicted for keeping a Tippling-house in Philadelphia City.

     The proceedings of a court martial at West Chester in County of Chester in May for the trial of Major John Craig, Captain James McFadgen, Captain Isaac Marshall, Lieutenant James Brown and Ensign Alexander Irwin were laid upon the Governor with Sentences passed.

September 4: Remitted fine imposed upon Henry Greensweig in Northampton Co. for adultery and bastardy.

     A memorial from Joseph Beauvais charged with larceny was received and referred to the Attorney General to enter noli Proseque in the case, on condition he leave the state forewith not to return.

September 11: The case of Cyriacus Spongenberg who was convicted of the murder of Jacob Glassmore at a Court of Oyer and Terminer, this day the Governor issued a warrant for the execution of the said prisoner on 10 October next: the same enclosed to Jacob Bonnett, Sheriff of Bedford Co.

September 12: Pardoned the following persons, now confined to the jail in the City and County of Philadelphia, on condition he leave the state forewith not to return: Thomas Reiley, convicted of larceny, Ann McConn, convicted of Larceny, John Holland, convicted of Larceny, Theodosia Anthony, convicted of Felony, Louison (a Mulatto) convicted of Larceny and Michael Russel, convicted of Larceny.

September 14: Granted license to follow the occupation of pedler to James Brewes.

     Remitted fine imposed upon John Saxson in Bucks Co.

September 22: Instructed Attorney General to enter a Noli Proseque An act in favor of Jonathan Smith, who stands charged with Larceny in Philadelphia Co., on condition he leave the state.

     Took into consideration the case of Bob, a Mulatto Man, other called Robert Waldren who was convicted in Northampton Co. on 22 Jun for Murder in the first degree and signed order of execution by hanging for 24 October next.

Oct 5: Pardoned John Finkle, convicted in Berks Co. of conspiracy.

October 8: Remitted fine imposed upon Peter Bock in Northampton Co. for keeping a tippling house.

Oct 10: Remitted fine imposed upon John Gunther in Philadelphia for keeping a tippling house.

October 12: Escheat of land to the Commonwealth by the death of a certain Dr. Weise, intestate, without heirs or known kindred a considerable personal Estate now in possession of a certain Kammerer in Philadelphia Co.

     Also by the death of John Taylor, who died as aforesaid with estate now in possession of John Barstow. In the said County, the death of John Powers who died as aforesaid and by the death of a certain Jonathan Dutton and the real estate now in the possession of John Richards.

     Also by the death of Mary Fuller and Jacob Fuller, intestate possessed of both real and personal property now in the hands of Sarah Fuller.

     Wrote a letter to Governor of Maryland requesting that Langford Herring, charged with forgery in this state, be delivered; similar letter to the Governor of Virginia.

October 13: Granted license to follow the occupation of pedler to Thomas Hoar upon recommendation of Quarter Sessions of Philadelphia Co.

October 16: Escheat of land to the Commonwealth from the death of Andrew Linger, intestate.

October 23: Rejected petition of John Bergenhoff praying a Pardon of conviction of rape.

     Granted license to follow the occupation of pedler to James Kildy upon recommendation of Quarter Sessions of Philadelphia Co.

     Remitted fine imposed upon John Snyder convicted of keeping a tippling house by Philadelphia Co. and Dennis Kean convicted of fornication and bastardy in Chester Co.

     Pardoned Edmund Smith Jones and James Miller on condition he leave the state forewith not to return, the former convicted of Felony in the City of Philadelphia and the latter of Stealing, Burglary and Larceny.

     Pardoned Margaret Kennedy who was convicted in Dauphine Co. of Felony.

October 28: Information received of an escheat of considerable personal estate partly in Philadelphia and partly in Lancaster counties from the death of George Hager intestate without issue.

     Remitted fine imposed upon Alexander Adams by the Mayor’s Court, upon being convicted of Assault and Battery.

November 3: Requested opinion of Chief Justice of the Commonwealth regarding the case of William Maddox. He was attainted of High Treason in pursuance of a Proclamation dated 15 June 1778; pardoned by the Governor 24 January 1793 and on 30 October last, he was returned highest in votes upon the list of Sheriff's elect for Delaware. Has the pardon restored his rights making him eligible for office?

November 9: Pardoned Elijah Sabins, alias Elijah Savins, alias George Green, convicted in Berks Co. of a conspiracy to cheat a number of respected citizens.

Pardoned Hannah Kerlin, convicted in the same Co. for concealing the birth of her bastard child.       Pardoned Margaret Antrim at the same time of being accessory thereto.

November 13: Escheat to the Commonwealth of real and personal estate caused by the death of George Harmer, William Oxley and John Oxley, intestate, without heirs or kindred, in Philadelphia, Bucks and Montgomery counties.

November 19: Pardoned Marie Anne, a Negress, convicted of Larceny by the Mayor's Court.

     Issued two deeds to Anne Tharp, widow of William Tharp, late of City of Philadelphia, merchant. One was late the estate of William Rankin, an attainted Traitor and the other forfeited by the attainder of Martin Blackford.

November 21: Land escheated to the commonwealth by the death of Henry Sternbeck who died intestate without heirs or known kindred.

November 24: Land escheated to the Commonwealth by the death of Mary Knight, who died intestate without heirs or known kindred in Haverford, Chester Co. and that the moiety is forfeited by reason of John Knight's attainder of Treason.

December 8: Escheat to the Commonwealth of real and personal estate caused by the death of Francis Henry, intestate, without heirs or kindred.

December 16: Remitted fine imposed upon John Boyle in Philadelphia Co. for Keeping a Tippling house.

December 17: Pardoned Francis Joseph Smith, convicted in Northampton Co. in August: for assault and battery upon William Craig of that County, in compliance with a respectable recommendation.

December 18: Land escheated to the Commonwealth by the death of Frederick Beats in city of Philadelphia, George Books, George Cordes, Thompson Bickley Polgreen.

December 21: Pardoned Arthur McCann, convicted on 23 December 1793 of horse stealing at a Mayor's Court.
